Page Council approves airport, street and lighting contracts totaling multiple hundreds of thousands

The Page City Council on Oct. 8 approved a package of infrastructure awards and authorizations spanning airport, street and parks projects.

Airport and terminal projects: The council voted to award the terminal-building expansion contract to TSG Constructors LLC and authorized the mayor to sign the contract. City staff said the expansion will increase waiting capacity to 30 passengers and add bathrooms and vending inside the secure area. Kyle, the presenting staff member, told the council that the terminal project has already been awarded grant funding and that construction-management services with CNS Companies will provide QC/QA and grant administration oversight; the council approved the CNS authorization for construction management as well.

Taxi lane rehabilitation: The council authorized construction-management services with CNS Companies for the taxi-lane rehabilitation on the north apron and separately awarded the construction contract to Mel Clark Incorporated for the pavement work around T-hangars and box hangars; staff said both projects are covered by reimbursable grants with state and local shares.

Streets and parks: The Date Street mill-and-overlay project was presented by town engineer AK, who said Day Street will receive a 1-inch mill and 1-inch overlay with crack sealing and minor curb repairs; one bid was received from Col's Construction Company for $470,400.75 and the council approved the award. The council also approved a sports complex LED lighting upgrade with Voss Lighting (award recorded at $646,130) citing expected energy and maintenance savings and new web-based lighting controls.

Approvals and recusals: Most motions passed by voice vote and were recorded as unanimous in the public record; several councilors recused themselves on items where they had a potential conflict of interest or could not review materials. Multiple items discussed grant funding; Kyle told the council that some FAA grants carry a local share and that a previously cited FAA infrastructure grant caps the city's share at roughly 4.5% on one terminal-related contract and the local outlay in that instance was stated as $86,000 for eligible work.
