The Borough of North Haledon’s Mayor and Board of Council met Nov. 1, 2023 and unanimously adopted a consent agenda that bundled a series of administrative and contract actions to support municipal operations.
The consent agenda was presented by the municipal clerk and approved without removal or separate debate. Mayor Randy George and five council members present voted in the affirmative; Councilwoman Donna Puglisi was excused.
Key actions approved included: the award of a sidewalk-improvement contract to Pav-Con not to exceed $23,400; acceptance of a snow-plowing services proposal from CSM Solutions, LLC on the recommendation of DPW Superintendent Michael Paese; authorization of buy-back payouts to specified borough employees; engagement of McNerney & Associates for property appraisals with a total not-to-exceed amount of $10,000 (itemized by parcel); authorization for payment of certified bills; a tax refund of $7,727.04 to The Belmont Group, LLC to correct an assessment error; LOSAP contributions of $1,150 for each qualified member (2022 total $18,400); purchase authorization of one Police Electra Glide (Harley-Davidson) for $18,565; authorization of Pav-Con for drainage improvements on Lee Drive (proposal amount in the minutes listed as not to exceed $31,350; a certification later in the resolution materials shows NTE $31,150, a discrepancy noted in the minutes); and approval allowing Officer Robert Ormezzano to retain two service weapons upon retirement, subject to compliance with legal requirements.
The council approved the consent agenda on a single motion. The minutes record that upon roll call all members present voted in the affirmative and the motion carried. The meeting closed with mayoral announcements about the borough’s Tree Lighting on Dec. 9 and the Mayor’s Children’s Christmas Party, and adjourned at 8:54 p.m.
The actions approved are administrative in nature and were adopted to authorize procurement, personnel payouts and routine fiscal matters; several include certifications from the Chief Financial Officer attesting to available funds per New Jersey statutory requirements.
