North Haledon — The Borough Council on Jan. 5 confirmed a slate of mayoral appointments, approved interim 2026 budget appropriations and designated northjersey.com as the borough’s qualifying online news source under P.L. 2025, c.72.
In a routine reorganization session Mayor Randy George and the council administered oaths and the body voted to concur with the mayor’s appointments including Michael P. De Marco as borough attorney; Kevin Boswell as borough engineer; David Bottge as borough auditor; and Dena Cedar as municipal clerk and municipal housing liaison. The council also approved committee and board assignments across public safety, public works, recreation, and other municipal functions. The motions to accept the mayor’s appointments passed on roll call with all members present voting in the affirmative.
The council adopted a Temporary Budget for 2026 enabling the borough to meet contractual and payroll obligations while the municipal budget is finalized; the clerk presented a schedule of interim appropriations across municipal departments consistent with N.J.S.A. 40A:4‑19.
The council also resolved to comply with the new public‑notice requirements in P.L. 2025, c.72 by designating northjersey.com as the borough’s qualifying online news source for calendar year 2026. The designation implements the statute’s requirement that the full text of legal notices be available on the municipal website beginning March 1, 2026 and that the borough place bi‑monthly notices in an eligible online publication through Dec. 31, 2026.
Several professional service agreements were approved by motion and roll call, with not‑to‑exceed amounts recorded in the resolutions: the borough attorney contract (retainer $4,500; non‑retainer work NTE $25,000), Boswell Engineering (NTE $105,000), Wielkotz & Co. (auditing services NTE $50,000), Kauker & Kauker (planning services NTE $40,000), Piazza & Associates (affordable housing administration NTE $15,000), DeBlock Environmental (pumping station operation NTE $6,600), All American Sewer Service (wet well maintenance/proprietary services NTE $50,000), Battaglia Associates (financial services NTE $51,000), and other vendor engagements as set forth in the consent agenda and individual resolutions.
Most consent items and contract awards passed unanimously on roll call with the five members present (Mayor Randy George; Council Members George Pomianek, Bruce O. Iacobelli, Jacqueline Roscio and Donna Puglisi). One item — designating the municipal clerk as Commissioner to the New Jersey Intergovernmental Insurance Fund with the mayor as alternate — carried with Councilwoman Donna Puglisi voting no and the other members voting yes.
What’s next: the Temporary Budget and the approved contracts are tied to the eventual adoption of the full 2026 municipal budget; many resolutions included certifications of available funds contingent on that final budget.
