River Ridge CDD reviews NPDES filing, approves drainage easement and discusses storm-surge resilience

The Board heard a Johnson Engineering update that the Lee County NPDES annual report was approved for submission to FDEP, approved a blanket drainage easement from PSGRC to the district, and agreed to participate in multiagency storm-surge resilience planning. Staff will continue Year 8 NPDES work pending a new permit.
The River Ridge CDD on Oct. 22 received an update on stormwater compliance, approved a proposed drainage easement and discussed long-term storm-surge resilience planning.
Mark Zordan of Johnson Engineering told the Board that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report was reviewed and approved by Lee County and will be submitted to the Florida Department of Environmental Protection ahead of the Nov. 1, 2024 deadline. He said the new permit timing is uncertain and staff should continue compliance work into Year 8; the Board discussed that future sampling requirements may change.
District counsel Tony Pires presented a template Grant of Easement from the Pelican Sound Golf & River Club (PSGRC) to the River Ridge CDD for drainage purposes. The Board approved a blanket approach to the template but agreed each easement will include a specific sketch and legal description when brought forward. Mr. Eric Long and Mr. Charlie Krebs said additional easements for Seaside II and the golf-course area are in preparation and will be forwarded to counsel when ready.
Separately, Mr. Eric Long raised storm-surge concerns and outlined an action plan to build community resilience, including forming an advisory/review panel and coordinating with county and state entities. He cited a hypothetical topographic scenario in which a 10–12 foot surge could flood 45–55% of Pelican Sound and asked the CDD to designate board and staff representatives to assist; the Board agreed Mr. Long and newly appointed Mr. Merrill will help and authorized Mr. Krebs to assist as necessary.
The Board approved the drainage easement template and directed staff to place specific easements on future agendas with sketches and legal descriptions. The NPDES report will be submitted to FDEP on schedule.
