River Ridge CDD appoints resident Keith Merrill to vacant seat and elects officers

The River Ridge Community Development District Board of Supervisors appointed Keith Merrill to fill the vacant Seat 1 and adopted Resolution 2025-01 to elect district officers during its Oct. 22, 2024 meeting.
Mr. Schultz nominated Keith Merrill, a longtime Pelican Sound resident with prior HOA experience, to fill the unexpired term through November 2026; the motion was seconded and approved "with all in favor." Mrs. Adams, a notary and the district manager representative, administered the Oath of Office to Merrill and reviewed required ethics training, public records requirements, and Sunshine Law obligations for board members.
Shortly after the oath, Mrs. Adams presented Resolution 2025-01 to elect officers. Mr. Kurt Blumenthal nominated Bob Schultz for chair, Terry Mountford for vice chair and named Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries; the resolution also removed James Gilman from the board roster. The Board voted to adopt the resolution "with all in favor."
The officer elections formalize roles for upcoming work on capital projects, storm resilience planning and ongoing district operations. Staff said they will follow up on required filings, including Form 1 and Form 8B conflict-of-interest memoranda recommended at the meeting.
The Board scheduled the next regular meeting for Nov. 19, 2024, when staff said it will also administer additional Oaths of Office and present a First Amendment to the Agreement with Bowman for further action.
