Board swears in Dion Leonard, elects Juan Wendia president and Kathleen Vance clerk

The Baboquivari Unified School District #40 governing board convened an organizational meeting Jan. 12, 2026, and administered the oath of office to incoming board member Dion Leonard.
"I, Dion Leonard, do solemnly swear that I will support the Constitution of the United States and the Constitution and laws of the state of Arizona... and that I will faithfully and impartially discharge the duties of the office of the governing board," Leonard recited before applause from those present.
The board then opened nominations for officers for the 2026–27 term. Juan Wendia was nominated and, after no further nominations were offered, was confirmed as board president. Kathleen Vance was nominated and confirmed as board clerk.
Board members completed annual conflict-of-interest filings and adjourned the organizational portion of the meeting at 5:18 p.m. The regular board meeting was scheduled to follow at 5:30 p.m.
The organizational meeting establishes the board's leadership for the coming year and fulfills Arizona statutory requirements for oaths and annual conflict disclosures.
