Covington County approved a contract with CPC Communications on Feb. 24 that implements an FCC-required surcharge of two cents per minute on jail phone and video visitation. County staff and the sheriff explained that the additional funds are restricted by federal rule and must be held in a separate account to be used only for communications-related services at the jail.
"It adds a two cents per minute to the phone and the video visitation at the jail," staff said, noting the county will segregate revenue into a restricted fund similar to prior restricted accounts used for jail services. County counsel and finance staff confirmed they have reviewed contract terms and will ensure the money is placed in a designated restricted account. Commissioners voted to enter the agreement with CPC and to direct finance staff to establish the required accounting treatment.
