Covington County approves purchase of prefabricated building, temporary hire, surplus and vehicle transfer; announces sales-tax holiday

The Covington County Commission on Feb. 10 approved several operational items: purchasing a prefabricated red-iron building from Vulcan Steel, authorizing a six-month temporary part-time hire for courthouse coverage, declaring four county engineer trucks surplus for disposal on GovDeals, and transferring a 2010 Chevrolet Silverado to the Engineer's Department at no cost.
County Attorney Morgan Arrington told the Commission the original contractor could not fulfill the project and recommended the county purchase the building directly from the fabricator, remove sales tax from the contract because the county is tax-exempt, and follow public-works procurement rules when soliciting a licensed general contractor for construction. Commissioner Robbie Weaver moved to approve the purchase from Vulcan Steel and Commissioner Lynne Holmes seconded; the motion passed unanimously.
Maintenance Director Phillip Anderson requested temporary part-time courthouse coverage for six months, with an option to convert the position to permanent part-time at the Health Department if offices moved; the Commission approved the temporary six-month hire (motion by Commissioner Tommy McGaha, second by Commissioner Ben Courson). County Engineer Lynn Ralls asked to surplus four vehicles (listed in the minutes by make, year and VIN); that motion passed. Ralls also requested transfer of a 2010 Chevrolet Silverado (VIN 1GCPCPEA0AZ172123) from Maintenance to Engineering, which the Commission approved.
Chairman Michael Smith also announced the county's back-to-school sales tax holiday will be observed July 17–19, 2026; Administrator Karen Sowell said the holiday has been adopted in Covington County since 2017 and that the Alabama Department of Revenue posts the list of eligible items. County Attorney Arrington additionally summarized two recently passed pieces of legislation she said affect county operations: a family-to-family land transfer provision and authorizing procurement-card use by county commissions; she said she will follow up on implementation details.
