Covington County Commission approves payroll, contracts and courthouse repairs; adopts abandoned-property policy
Summary
At its Jan. 15 meeting the commission approved December disbursements totaling $2,054,319.86, awarded a lime-base bid, approved a Cintas mat agreement for the jail, approved a $24,655.46 courthouse roof repair estimate, adopted a sheriff-led abandoned-property policy, and authorized a Probation and Parole lease; all motions passed unanimously.
The Covington County Commission approved routine finance and procurement actions and adopted a new policy for handling abandoned property during its Jan. 15 regular meeting.
Administrators reported December 2025 disbursements of $1,389,449.33 in accounts payable and payroll transfers of $664,870.53, for a combined total of $2,054,319.86. The commission voted unanimously to approve the accounts payable and payroll transfers after review.
The commission adopted a sheriff-led resolution that formalizes records, storage and sale procedures for abandoned and stolen property. Sheriff Blake Turman told the commission that items and the proceeds of sales would be held for six months to allow owners to claim them; the sheriff’s office will publish notice and make an annual report to the commission. County Attorney Morgan Arrington suggested clarifying language for additional county protection; the commission adopted the resolution with that change.
On procurement and facilities matters, the commission:
- Approved renewal of a Cintas agreement limited to facility mats for the jail (Jennifer Hudson, Jail Administrator).
- Approved a proposal to seal courthouse brick and repair a leak near upstairs HVAC units at an estimated cost of $24,655.46; the work will be paid from the capital-improvements fund.
- Awarded a bid for specified local lime base to C.R. Pate Logging/Brooklyn Limestone after only one bid was received.
- Authorized the chairman and county attorney to finalize a proposed three-year lease with Probation and Parole for county space, at a proposed $20.00 per square foot plus modification costs; the lease includes planned interior modifications to prepare the space.
Commissioners also announced upcoming board expirations and vacancies for Southeast Alabama Regional Planning & Development Commission seats and OCAP board seats and listed application timelines for county appointees. County Engineer Lynn Ralls updated commissioners on the Eden Creek Bridge progress and described upcoming right-of-way vegetation spraying (herbicides used include glyphosate, 2,4‑D and Oust); Ralls said spray operations will occur two more times this year. Solid-waste staff announced a bulky-item dumpster schedule for Lockhart next month.
The commission recessed for 10 minutes, reconvened, interviewed three candidates for the EMA director position (Kyle Adams, Alan Syler and Allison Cook), and adjourned at 10:48 a.m. All motions recorded in the minutes passed by unanimous vote of the five commissioners present.
