The Select Board voted to grant contractor AA Will temporary access to Bass River Park to support construction of a floating trestle and a large crane for the Bass River Bridge replacement.
Town engineering staff and AA Will representative Mike Rennie said the access is needed because the crane and assembly barges must be staged north of the bridge and cannot be moved through the structure. Rennie said the north-side work currently is expected to last roughly "two and a half to three years." The contractor described an 80-by-80-foot barge with a 275-ton crane and said one dock finger may be relocated as part of the work.
Staff said conservation and the harbor master reviewed the plan, and the proposed license includes a $100,000 bond to cover potential damage, a requirement for insurance and a stipulation that the area be enclosed with construction fence and not used for contractor parking. Board members discussed whether the bond should be higher; staff said the contractor carries substantial general-liability insurance and the project has MassDOT and DEP certifications.
After discussion, the board approved the temporary-access license, with conditions that the contractor secure insurance, post the bond, coordinate dock relocations and restore park areas after construction. The motion passed unanimously.
