Huntsville ISD presented its annual Every Student Succeeds Act (ESSA) application overview to the board and opened a public comment window through June 25 ahead of the Texas Education Agency submission deadline on July 1.
Jessica Hassel, director of federal and state programs, explained the federal grant categories (Title I: supplemental funds for high-poverty campuses; Title II: teacher development and recruitment; Title III: English-language acquisition; Title IV: student supports and well-rounded opportunities including technology and fine arts; Title V: local flexibility and rural/low-income supports). Hassel said the district uses Title I funds for tutoring and targeted academic intervention, Title II for professional learning and instructional coaches, and Title IV for technology and well-rounded activities such as fine arts and PE equipment.
Hassel described stakeholder engagement through the district’s DAT committee, comprehensive needs assessment and equitable services obligations for private nonprofit entities within the district’s boundaries. She encouraged written feedback before June 25 and left contact information for follow-up.
No public comments were offered during the meeting; the application must be submitted by July 1, and the board left the public-comment period open until June 25.
