Waukee awards $2.51 million contract to Concrete Technologies for South Warrior Lane expansion

Waukee, Iowa — The Waukee City Council unanimously approved plans, specifications and a contract award on June 23 for the South Warrior Lane improvements project, advancing a multi‑thousand‑foot pavement, sewer and shared-use path project included in the city's capital improvements plan.

City staff presented the project scope: extension of South Warrior Lane south of Westtown Parkway (approximately 2,842 feet), 8,200 square yards of concrete pavement, grading, curb and gutter, nearly 2,200 feet of water main, 3,300 feet of storm sewer and 1,700 feet of sanitary sewer, plus a shared-use path along the east side. The project is part of Waukee’s FY27–31 CIP with a standing budget of $2.225 million.

Bids closed June 9 with 10 prime contractors submitting proposals. Staff reported the apparent low bidder was Concrete Technologies of Grimes, Iowa. The base bid plus the developer-funded bid alternate together totaled $2,512,245.95; per the developers agreement, the developer will reimburse the city for amounts above $2 million. Staff recommended awarding the base bid plus the alternate and drafting a reimbursement agreement with the developer.

Council members voted unanimously to approve the plans and award the contract. No opposing votes or abstentions were recorded.

Next steps: staff will finalize the construction contract and prepare a developer reimbursement agreement for amounts above the $2 million threshold identified in the developers agreement. Construction and utility work will proceed under the awarded contract and as budgeted in the CIP.
