City Manager briefs council on roads, pond dredging, solid-waste and other capital updates

City Manager Ryan Havrilak gave a broad operations and capital update on June 16, walking council through several active and planned projects across transportation, utilities, parks and communications.
Transport and right-of-way: Ryan said TxDOT plans to disconnect traffic signals at FM 2657 and US 190 the following day and urged motorists to exercise caution. The Ashley Drive connection is fully designed and with TxDOT for review; waterline relocation is underway for that project.
Parks and public works: Staff are dredging City Park pond to remove silt; the dredged material is being staged to dry and then repurposed within park areas. Ryan said playscape replacements will be presented for award on July 7 and skate-park design work will follow. He also noted extended transfer-station hours and near-complete design on the solid-waste transfer-station improvements.
Other updates: The city is preparing the Citizens Leadership Academy (Aug.–Oct.), progressing the Tax Increment Reinvestment Zone (TIRZ) steps and related local government corporation action, and continuing the Impact Fee and Parkland Dedication ordinance work. Ryan said Fox 44 will do a week-long "Our Town" broadcast featuring Copperas Cove later in July.
Why it matters: The items affect traffic safety, park amenities and utility reliability. The pond dredging and playscape replacements are tangible near-term improvements residents will notice; TxDOT signal work may temporarily affect traffic flows.
What’s next: Staff will return to council with awards and follow-up scheduling as projects progress; Ryan asked council to expect communications about the Fox 44 feature and to support upcoming public engagement items.
