The Village of Bartlett board voted to approve a marketing and professional services agreement with A5 Group, Inc. to promote the Lake Street Tax Increment Financing (TIF) district, authorizing an estimated $50,000 in fees.
Trustee Ganzy, chairing Community and Economic Development, introduced Resolution 2026-63R and told the board that A5 developed the village's "Belong in Bartlett" brand and would lead outreach aimed at developers and brokers as the TIF advances. "A5 will effectively position the TIF with consistent messaging that highlights the corridor's growth potential and opportunities," Ganzy said during the discussion.
Trustees asked for clarity on who would serve as the village point person and how results would be measured. Village staff said the administrative team will lead the project and work directly with John Harris, principal from A5. Harris was named as the primary A5 contact. Trustees discussed specific deliverables the agreement contemplates, including attendance at regional broker events (ICSC), targeted media buys, continued social-media influencer activity, and promotions tied to family and sports events.
On metrics, staff said the village will use its TIF dashboard to track inquiries and their origin and will count meetings and broker responses at trade events as early indicators of progress. Trustee Leaport suggested a follow-up presentation from A5 after initial outreach; staff agreed that Harris "is always available to us and loves to come to town" to report results.
The board approved the resolution by roll call, with the recorded trustees voting in favor. The agreement is budgeted for the current fiscal year and uses a blended billing rate cited in the contract of $200 per hour.
The board did not amend the contract language in the meeting; next steps are execution of the agreement and scheduling follow-up reports to the board on outreach and dashboard metrics.
