The Oroville City Council approved separate two‑year professional services agreements with Shaw, Yoder, Schmelzer & Antwi & Lang for state legislative advocacy and with the Ferguson Group for federal advocacy and grant assistance.
Councilmembers said the contracts give the city access to state and federal advocates who can monitor legislation and pursue funding opportunities and earmarks. As one councilmember noted, having an advocacy presence can yield a single large funding win that outweighs the contract cost.
Councilmembers also pressed for routine progress reports so the public can see what the contracts achieve. "Just, you know, every six months or something," one member said, asking for updates that include pictures and specific outcomes so residents can evaluate the expenditure.
Both agreements were described as budgeted in the current year and as investments in pursuing grants, mitigation assistance (for example vernal pool work) and other funding that would otherwise be difficult to secure. The motion to approve the Shaw Yoder agreement passed 6–1; the Ferguson Group agreement passed 6–1 as well.
Council requested that staff provide periodic summaries of work completed and tangible outcomes tied to the agreements, including examples of grants or legislative assistance obtained under the contracts.
