Northfield council adopts CARES Act budget amendment, confirms two officers and OKs ambulance purchase and demolition

The Village of Northfield Council on Oct. 28, 2020 unanimously adopted a package of emergency resolutions that amended the 2020 appropriation to allocate CARES Act funds, confirmed two full-time police hires, approved the purchase of a used ambulance and authorized demolition of an old bank building.
President Pro-Tem Nick Magistrelli called the virtual meeting to order at 7:30 p.m. and Finance Director and Clerk of Council Jennifer Potvin said the appropriation amendment (Resolution No. 2020-40) records CARES Act fund allocations and the restructuring of existing no-interest OPWC loans after the Ohio Public Works Commission offices were closed during the COVID-19 pandemic. Council suspended the three-reading rule and adopted the resolution by unanimous roll call.
Council also confirmed two full-time police officers in separate emergency resolutions. Resolution No. 2020-41 confirmed Anthony Pistone as a full-time police officer; Resolution No. 2020-42 confirmed Catherine Caporossi. Both measures were read by Law Director Brad Bryan, the council moved to suspend the three-reading rule and then adopted the measures with unanimous votes of members present.
The council approved Resolution No. 2020-43 authorizing the mayor to enter into an agreement with Penn Care, Inc. to purchase a 2019 Ford E450 Medix MSV-II ambulance (M296). Law Director Brad Bryan read the resolution by title; council suspended the three-reading rule and voted to adopt the measure.
Separately, the council adopted Resolution No. 2020-44 authorizing the mayor to contract with Johnson Demolition and Construction LLC to demolish the old bank building at 10435 Northfield Road. That resolution also passed after the council suspended the three-reading rule and voted unanimously.
The meeting included committee updates: Councilperson Renell Noack said the Fire and Safety Committee heard a Fire Department presentation on a proposed replacement engine, and Police Chief John Zolgus outlined plans to issue a request for qualifications to architectural firms to begin planning for a new police station. The Fire and Safety Committee scheduled a follow-up meeting for Nov. 11, 2020.
Magistrelli led a moment of silence for former councilperson James Daugherty; Domzalski thanked the mayor and council for sending flowers to her family and praised the Fire and Police Departments, saying they "went above and beyond the call of duty." The meeting adjourned at 7:48 p.m.
