Northfield council adopts emergency appropriation amendment and approves employee benefits agreements

The Village of Northfield Council unanimously approved two emergency resolutions during its Sept. 23 meeting, adopting an appropriation amendment tied to CARES Act funding and authorizing the mayor to enter into employee medical, dental and vision agreements.
Law Director Brad Bryan read the title of Resolution No. 2020-38, an emergency amendment to the 2020 appropriation resolution and transfers. Councilmember Alan Hipps moved to suspend the three-reading rule; Nick Magistrelli seconded. The suspension passed on a roll-call vote in which Councilpersons Keith Czerr, Gary Vojtush, Nick Magistrelli, Alan Hipps and Jenn Domzalski voted yes. Hipps then moved to pass the resolution and Domzalski seconded. The roll-call vote to adopt the resolution was unanimous.
Finance Director Jennifer Potvin had told council earlier that the appropriation amendment needed to be adopted that evening so the Village would meet requirements to receive its CARES Act funds. The emergency designation allowed the council to suspend the normal three-reading requirement and enact the change immediately.
Later in the meeting, Law Director Bryan read the title of Resolution No. 2020-39, which authorizes the mayor to enter into agreements for employee medical, dental and vision coverage. Councilmember Gary Vojtush moved to suspend the three-reading rule and Alan Hipps seconded; the suspension passed by roll call. A motion to pass the resolution by Ms. Domzalski, seconded by Mr. Vojtush, also passed unanimously.
Both measures passed without recorded opposition. The council did not debate substantive policy changes in either measure at length during the meeting; each resolution was read by title, the three-reading rule was suspended, and the measures were adopted by roll call. The resolutions take effect per the Village's emergency-procedure provisions and will allow staff to proceed with the specified fiscal and administrative steps.
The council adjourned at 7:47 p.m.
