Rules committee considers restructuring committees and a clearer home for housing issues

At the May 14 Rules Committee meeting members discussed proposals to reorganize committee schedules and scopes to make committee work more effective and to provide a clearer home for housing and homelessness topics.

The chair presented a working draft that would first ensure every committee has at least one leadership role filled and then, over the summer, explore changes to meeting days, frequency and length. Proposed options included moving infrastructure topics into transportation, reconfiguring the catch‑all 'quality municipal services/ethics & elections' committee, and creating a dedicated space or more focused subtopic for affordable/transitional/workforce housing.

Multiple members urged creating a less‑fractured space for housing policy so that related matters (permitting, workforce housing, supportive housing and homelessness) have a consistent committee home. One member suggested alternating agenda items (housing one month, homelessness the next) if calendars are full; others recommended nesting some homelessness work under public health and safety. Members also supported 'stacking' committee meetings onto a few days and limiting typical session lengths (for example, aiming for one‑hour monthly meetings where feasible) to reduce schedule friction for members and staff.

There was general agreement the proposals are iterative: staff will work with committee chairs to test schedules and return refined leadership and calendar options before the end of the summer. No formal changes were adopted at the May 14 meeting.
