Commission backs application for Wilson sports and recreation center after debate over Pendleton pool renovation and 40‑year maintenance commitment

City staff asked the commission to select one of two projects to pursue under a competitive Texas Parks & Wildlife Local Parks grant: a Wilson Sports & Recreation Center (an 8,000–12,000 sq. ft. indoor facility) or a full renovation and modernization of the Pendleton Pool and its supporting facilities. Both projects were described as equally competitive by staff.

Anna Hernandez, planning and special projects director, said the grant is for a total project cost of $3 million, structured as a $1.5 million state award and a $1.5 million city match. The application process requires schematic site and floor plans and community outreach to maximize scoring.

Commissioners debated policy priorities and fiscal responsibilities. Commissioner Morales opposed submitting an application at this time, citing a 40‑year maintenance requirement tied to the grant, unresolved maintenance backlogs at existing parks including Victor Park, and concerns about absorbing inflation and overruns. "We cannot maintain what we have already," Morales said.

Other commissioners argued that applying for grants is prudent while funds are available and that the Wilson project aligned with the comprehensive plan by improving indoor recreation access on the west side of town. Staff noted Pendleton already has some allocated funding for urgent repairs (roof, boiler) and that a grant award would support more extensive renovations, possibly including a therapy pool component.

After discussion, the commission voted to direct staff to pursue the Wilson Sports & Recreation Center application and to begin coordinated planning and architectural work to address Pendleton pool needs and budget planning; the motion carried with recorded opposition from one commissioner.
