Parks staff report pool repairs, new ADA walkway and splash pad rules as summer programs ramp up

Director-level staff said crews completed repairs to pool deck cracks and addressed some welding issues before opening; they described the pool as aging and noted some unexpected cracks in steel that they are monitoring. An ADA walkway and entrance was installed at the back of VMP after significant regrading; staff plan to complete a front ADA walkway after the pool closes in September.
Commissioners raised two operational concerns: a recent outage of the membership-card machine (members are being issued cards printed in-office as a backup) and long wait lists for swim lessons. The director explained constraints on recruiting additional swim instructors despite offering WSI and lifeguard certifications: availability of certified instructors, scheduling limitations and class timing affect capacity. Staff said they monitor sign-ups and shift class levels or times to move people through wait lists as openings appear.
On the splash pad, staff said it opened early and has been heavily used. To reduce recurring problems from last season, staff enacted limits on buses and large-vehicle drop-offs and clarified that "organized groups" (daycares, camps larger than 10 people) must coordinate with staff; the splash pad remains free and open to the public, while VMP is a paid rental option for larger groups. Commissioners discussed permitting vendors (ice cream trucks) near the splash pad to control trash and time-on-site; staff said permitting remains under consideration.
The commission did not direct immediate policy changes at the meeting but asked staff to provide follow-up detail on capacity strategies for swim lessons and on how vendor permit proposals might be structured.
