Richfield Village Council unanimously adopted a resolution authorizing the mayor and finance director to enter into a job-creation income tax incentive grant agreement with AAA Cooper, Mayor Wheeler said during the June 2 meeting.
The agreement promises approximately 55 full-time jobs in the village on or before Dec. 31, 2029, and an estimated new payroll of about $3.8 million annually. The incentive was described in the resolution as a payment equal to 15% of Village net income tax revenues on actual payroll up to $3.8 million for a three-year period.
Council moved to suspend the second and third readings before voting. Councilmember Philippbar moved the suspension and Councilmember Stoppenhagen seconded; the roll-call vote was recorded as unanimous.
Mayor Wheeler introduced the walk-up legislation and said the AAA Cooper project will occupy the former Estes terminal and create local jobs. The resolution was presented and adopted the same evening after the suspension motion passed.
Why it matters: Council framed the measure as an economic-development tool to retain and attract employers to the Crossroads District. The incentive ties payments to actual payroll and places a three-year sunset on the rebate structure.
What happens next: The mayor and finance director are authorized to finalize the agreement under the terms approved by Council. The resolution does not specify additional performance penalties or clawbacks beyond the payroll cap detailed in the agreement; Council may consider implementation details in subsequent administrative action.
Provenance: This action and the mayor’s summary of the proposed agreement appear in the council packet and were introduced in the meeting (topic introduced in SEG 001; adoption recorded in SEG 011).
