RSU 23 building committee to submit state application in April; board hears loan and energy-efficiency options

At the Feb. 16 RSU 23 board meeting Superintendent John Suttie reported that the building committee is preparing a state application due in April and is working with consultant Jeff Larimer on the submission. The committee rescheduled a meeting for the first week of March and will continue refining the application.
Suttie said the committee heard a presentation from Tom Seakens of Siemens on a scope of interim work to make the district's three schools more airtight and efficient until new buildings can be built. The committee also discussed a financing plan that would rely on bank loans rather than voter-approved bonds; the minutes note a presenter's explanation that loan structures would include payments in the annual budget while bonds carry different liabilities.
Board members asked about alternative-energy options and whether existing boilers would be retained; Suttie said the committee will present recommended options focused on energy efficiency and noted potential tax incentives for energy upgrades. The committee will meet again in March to continue work on scope, financing and the state application.
