RSU 23 board approves new 2016–17 school start times, certifies referendum and approves hires amid budget concerns

Vice-Chair Michelle Violette called the RSU 23 board meeting to order at 6:00 p.m. on June 16, 2016 at Old Orchard Beach Town Hall. A roll call noted David Boudreau, Peter Flaherty, Stuart Hogan and Superintendent Lloyd Crocker present; Carol Marcotte was absent.
The board approved a motion, made by Peter Flaherty and seconded by Stuart Hogan, to change school start and release times for the 2016–17 year: Pre-K through grade 5 will start at 8:00 a.m. and be released at 2:15 p.m.; grades 6–12 will start at 8:30 a.m. and be released at 2:45 p.m. The motion passed unanimously.
The Finance Committee reported on the district’s fiscal outlook, noting auditor recommendations about checks and balances and the handling of student activity accounts. Committee members said final year-end figures will be known only after books close in July but estimated an approximate negative fund balance of $120,000 and emphasized that the $300,000 voter-approved extra funds will be earmarked to reduce that deficit.
On personnel, the board approved several hires and contract ratifications. By motion, the board accepted Jason Henry as a science teacher at Old Orchard Beach High School and Emily Haines as a 0.6 full-time-equivalent high school art teacher. The board also approved Mark Beaudoin as Operations Manager and approved his contract and job description. The board ratified the Educational Support/Non-Instructional Contract dated May 10, 2016.
Board members also discussed a revised teacher contract that incorporated MOA language; after discussion the board, by motion of David Boudreau seconded by Stuart Hogan, removed the MOA addendum language from the document for reconsideration at a later date.
Other routine business included approval of the 2016–2017 stipend list and the second reading and approval of policies ECB (Pest Management) and JKF-R (Disciplinary removal of students with disabilities — administrative behavior). The minutes record at least one abstention by Peter Flaherty on an administrator contract vote; most motions noted in the minutes were approved unanimously.
