City council approves purchase of replacement street sweeper, citing cost savings

The City of York council on July 3 approved a vendor bid to buy a 2026 Elgin broom-style street sweeper on a Freightliner M2 chassis with a six-year preventative maintenance contract and a trade-in for the city’s 2018 unit. The council voted by roll call to approve the purchase.
City Administrator Dr. Crawford told the council staff had budgeted roughly the same purchase for the coming year but that the vendor offered a 30-day price hold, making immediate purchase more economical than leasing. “We are able to purchase it outright which saves us money versus a lease,” Dr. Crawford said, adding the vendor agreed to cover a transmission repair on the current sweeper if the city buys the replacement.
Staff said the unit would arrive in August 2026 and that the trade-in and vendor repair would reduce near-term repair claims on the aging sweeper. Council members said lead times for replacement equipment are long—months to more than a year—and that acting now avoids a longer delay.
The council moved and seconded the measure and approved it by roll call. All seven members present voted yes on the motion.
City staff said purchasing now will shift the actual expenditure into the next budget year because of manufacturer lead times. Details on the final invoice and delivery schedule will be published in the city’s procurement records and the next finance packet.
