District rolls out ProjectMates to manage capital projects and pay applications

The finance committee heard a demonstration of ProjectMates on Aug. 7, a project‑management platform the district is implementing to store project documents, schedules, pay applications and closeout records for capital projects.
Project staff said ProjectMates centralizes project‑specific files and routing, notifies team members automatically when approvals or responses are due, and shortens pay‑application turnaround by replacing multi‑step paper routing. “ProjectMates…houses all documents relating to any project,” a presenter said, noting the system can reduce postage, printing and storage costs while improving traceability.
Presenters showed how the system displays outstanding pay applications, who has them, and how long they’ve been awaiting approval; they said scanning and digitizing older paper files is already underway to meet state retention rules. Several board members praised the efficiency gains; one noted that the system helps highlight anomalies in substitute‑teacher and other contract spending.
Members also raised concerns that digitizing contract documents could make vendor and subcontractor pricing more easily accessible through public‑records requests; a guest participant, Vargas, noted FOIA exemptions may apply to some contractor data but urged staff to plan for redaction and access controls. Staff said user permissions restrict view access to only assigned team members and that FOIA requests would be handled according to records‑retention and redaction practice.
Staff said ProjectMates is now in live use for recent funded projects and will be rolled forward to cover more projects and pre‑project planning; they offered to return with more detail on how subcontractor invoices and sensitive information will be managed for FOIA/record requests.
