Human Resources Director Catherine Mead asked the Finance & Administration Committee to forward three personnel handbook updates to County Council: a revised telecommuting policy limiting routine remote work to one day or shift per week (department-head discretion), a clarified emergency/disaster EOT roster with tiered activation for disaster pay, and updates to emergency attendance and pay policies.
Mead explained eligibility criteria for regular telework — at least 12 months of employment, a satisfactory performance evaluation, and not being on a performance-improvement plan — and said the county will provide 60–90 days for departments to transition current staff. For emergency operations the policy tiers staff so Tier 1 (on-site responders/public works/first responders) would receive disaster pay for hazardous-duty hours while Tier 2 employees could support remotely and receive regular pay or emergency administrative pay if the county closes operations.
Committee members asked about grandfathering, incentives and the scope of discretion for department heads; Mead said current remote arrangements are not grandfathered but departments will receive a 60–90 day notice window. The committee approved forwarding the policies to County Council for resolution without recorded objection.
