At the June 16 workshop the Trumbull County Board of Commissioners reviewed several midyear appropriations and transfers submitted by the auditor's office and discussed multiple capital and operating items across county departments.
Auditor's office staff summarized itemized appropriations including a $10,000 allocation related to adult probation and a set of maintenance and over-budget adjustments across several county funds. Staff said some larger IT and cybersecurity expenses were proposed to be paid from the county's casino fund excess because they benefit multiple departments.
Mike Sinsky, Trumbull County building official, described a change order request for United Contractors Inc. to add fob access and other security features to the sheriff's office evidence room. "It's going to take $8,000 to get it done," Sinsky said, and commissioners expressed support for tightening access to separate evidence from the armory.
Engineering staff (Gary Schaffer) presented low-bid results for the 2026 paving program and described resurfacing projects on Mines Road and other township roads, estimating mid-July starts and roughly two weeks of work per project. Planning staff outlined a $50,000 Ohio Department of Agriculture land-use grant and the need to establish Fund 149 to receive it; the donor match would be in kind.
Commissioners also reviewed a $13,200 accounting contract with Hillbar and King for routine CDBG grant accounting and considered an IT package for an EMA office relocation priced in the materials. Staff and commissioners noted some relocation and construction costs exceeded initial estimates because of unanticipated roof work and material lead times; staff said some costs may be reimbursed or offset by grants.
Next steps: The board discussed these items in workshop and signaled support for the evidence-room change order and the listed appropriations; staff will follow up with formal contract paperwork and final budget adjustments as needed.
