Committee forwards $588,163 in opioid-settlement funds for local prevention, treatment and recovery programs

The Finance & Administration Committee on Aug. 18 voted to forward a resolution to County Council to accept and appropriate $588,163 in guaranteed political subdivision (GPS) funds from the South Carolina Opioid Recovery Fund (SCORF).
Rebecca Witt, introduced by the chair as the presenting director, explained the funds come from the national opioid settlement distributed through the state and that the county applied for the GPS allocation. Witt said the application continues strategies the county has worked on — prevention, intervention, treatment and recovery — and adds capacity to engage citizens struggling with opioid misuse. She said no local match is required and the application includes a countywide needs assessment to identify service gaps.
Committee members praised prior outreach, including Narcan distribution in libraries, and asked questions about GPS versus discretionary funding. Witt said the county has existing prevention and treatment capacity through the Alcohol and Drug Department (Nexus Care) and that SCORF funds would expand outreach and services.
The item will be transmitted to County Council as a resolution for further action.
