Berea council adopts FY2026–27 budget and a slate of ordinances

The Berea City Council on June 16 unanimously adopted the city’s fiscal year 2026–27 budget and approved a package of ordinances covering code updates and personnel pay changes.
Mayor provided the meeting’s opening remarks and then the council took up Ordinance 06-2026, a repeating ordinance that "adopts into our code of ordinances the ordinances that were passed in the previous year," Mr. Gilbert said. The ordinance passed on a roll-call vote with each member voting in the affirmative.
The council then approved Ordinance 07-2026, the annual budget for July 1, 2026 through June 30, 2027. Mr. Gilbert summarized that the budget had been subject to committee meetings and work sessions and posted on the city’s website; the Audit and Finance Committee recommended adoption. The council carried the motion by roll call.
Also adopted were Ordinance 08-2026, a pay-scale revision described as including a 4% cost-of-living adjustment and separate hazardous-duty pay scales for police and fire, and Ordinance 09-2026, which amends seasonal and part-time pay provisions and eliminates the police and fire uniform allowance. Both ordinances passed on unanimous roll-call votes.
In department business, Utilities General Manager Kevin Howard requested a $12,000 overage for the sanitary sewer laboratory analysis line item, increasing the fiscal-year amount from $70,000 to $82,000 to cover rising lab costs and additional sampling tied to industrial sewer users. "All of those costs are returned in a line item ... pre-treatment reimbursement," Howard said, describing the charges as pass-through costs billed to industrial customers. The council approved the overage on a voice vote (motion by Steve Cottrell; second by Jerry Little).
The meeting closed after routine department and council comments; a motion to adjourn was made by Steve Cottrell. The council scheduled a second reading of Ordinance 10-2026 (land management amendments) for its July 7 meeting.
