Council approves contracts, bids, ordinances and proclamation in routine session

At its March 20, 2025 meeting the York City Council approved a slate of routine but substantive municipal items: contracts, bids, appointments, land-use approvals and multiple ordinances.
Contracts and bids: Council approved a $5,000 professional services contract (transcript: "send for") to provide construction-management and federal-compliance assistance related to repurposed funds for a generator and trail expansion. The council also approved a $74,341 bid from Sergeant Drilling for potable water level probes and digital displays to integrate with the city SCADA system; staff said the purchase will be funded from the water department’s pumping equipment maintenance budget. Council approved a roughly $248,453.33 bid from Midwest Netting Solutions for landfill litter netting after staff and HDR engineers reviewed bids and recommended award.
Proclamation and community programs: The council declared April and May 2025 as the city’s Spring Spruce-Up months and authorized limited free residential access to the solid waste facility for specified April dates, with exemptions for tires, large appliances and mattresses.
Planning and appointments: The council approved the preliminary and final plat for the Central Park subdivision following a public hearing and the planning commission recommendation. The council reappointed members to the Tree Board and appointed a member to the Board of Adjustment.
Ordinances and regulatory updates: The council passed a package of ordinances including annexation of tracts 15 and 16 into the city limits (Ordinance 2382), amendments raising height limits in agricultural and industrial zones (Ordinances 2386 and 2387), and Ordinance 2388 to exempt service dogs from license fees (a change described as conforming with state law). All ordinance suspensions and final passages were approved by recorded votes indicated in the meeting.
Streets and capital planning: Council approved the one- and six-year street improvement program (Resolution 2025-6) prioritizing reconstruction and rehabilitation projects (examples: 8th Street reconstruction and 25th Street asphalt rehab in partnership with the county). Staff discussed ADA ramp upgrades, panel replacements and joint-sealing to extend pavement life.
