Murray County commissioners approve warrants, ditch payments, monument improvements and correct water-board appointments

Murray County commissioners approved several routine and community items Tuesday, including acceptance of warrants, payment of ditch bills, approval of ditch petitions, authorization for the American Legion to proceed with Apple Monument improvements, and corrected appointment language for the Red Rock Water System.
During review of the warrants a commissioner raised a discrepancy in advertising charges, noting one invoice near $600 while another was listed at about $142. "They're spending, like, $600 for advertising... it's only 142," the commissioner said, and staff responded they had an editorial-group contract and would check the invoice. The board then moved to accept the warrants; the recorded vote was "Aye" and the chair stated the motion carries.
Staff presented ditch payments and petition recommendations, identifying one vendor (Johnson Ditching) and listing five petition expenses "recommended for approval by Travis" in the packet. The staff summary listed payments "for $14,004.40 and 91¢" as submitted; commissioners approved payment and the associated ditch petitions after motion and second.
A resident petitioner described two ditch petitions (2024069 at CD 26, Scandia Section 17 and 2024070 at CD 76A, Mason Section 8), including tile crossings in the right-of-way and local drainage effects. Commissioners discussed maintenance extents for county ditches (roughly a quarter- to half-mile depending on drainage and creek connections) and beaver trapping/removal; the petitions were approved.
The board also heard a proposal to add paving stones and silhouette cutouts to the Apple Monument, with the presenter saying the American Legion will cover costs and lighting. "They'll cover 100% of it," the presenter said; the board approved letting the American Legion proceed.
Staff proposed a minor correction to the Red Rock Water System appointment language to restate appointments for Leslie Anderson, Jane Taylor and John Smith for four-year terms to commence 01/01/2025 and to clarify that Bruce Gunderman’s term expires 12/31/2027. A motion to adopt the amended language carried.
The meeting closed with routine reports and scheduling discussion. Staff was tasked to check the publication billing discrepancy and to verify bid documentation for later contract awards.
Next steps: staff will follow up with the county newspaper billing office, process approved ditch and warrant payments, and return verified procurement documents to the board for final contracting decisions.
