City of York approves routine claims, licenses and appointment; declares surplus property

At its June 5, 2025 meeting the City of York Council approved routine business items including minutes, vendor claims, an open contract with the American Legion, special designated event licenses and an appointment to the library advisory board, and adopted Resolution 2025-13 to declare assorted city property surplus.
The votes: The council proceeded by motion and voice roll-call votes. Councilors Amanda McGregor, Northrup, North, Postier and Wilkinson recorded “yes” votes on each of the routine approvals recorded on the agenda. Specific approvals announced by the clerk included claims flagged as claims of elected officials because of council members’ business affiliations: Tony North of North Printing & Office Supply ($80,053); Jeff Piper of Pipers, Inc. ($17,169); Jeff Piper of Piper’s Potties ($270); and Steven Postier with York County Development Corporation ($8,797.83). Each claim was moved, seconded and approved.
Other actions
• Open contract with the American Legion: Council approved an open contract for community projects and staff explained this procedure is used to flag any payments tied to council members’ business connections so they are recorded as claims of elected officials. No abstentions were recorded.
• Special designated licenses: The council approved special designated licenses for the Sunset Bowl Cornhole League at 1923 North Lincoln Avenue on June 20, June 27, July 11, July 18 and July 25, 2025. No representatives from the event organizer were present; members noted the event has been held in prior years without incident.
• Appointment: Lyanna Holly was appointed to the Library Advisory Board for a term ending July 1, 2028; she will fill the seat previously held by attorney Jerry Clinch, who took another position.
• Resolution 2025-13 (surplus property): Council adopted Resolution 2025-13 to declare specified items surplus and authorize disposition. Items listed included old pool lounge chairs, a rusted filing cabinet, a broken bench, pool ropes and older vehicles (including a Chevy Colorado and an older dump truck). Staff explained surplus items are typically handled through Green Auction for sale or disposal.
• Ordinance No. 2396 (pedallers fees): Council read Ordinance No. 2396 for the first time; the amendment would add an annual fee option to Chapter 28, Article 2 (peddlers). The council did not suspend rules and the ordinance will return for second reading at a future meeting.

Most routine items were approved by unanimous voice roll-call votes; the council referred regulatory questions about food trucks and peddlers to the ordinance committee and staff for follow-up.
