Olsson, who moved the resolution, said the plan is not a cure-all but “it will help our financial situation here in the village,” adding the proposal establishes a baseline funding mechanism and leaves room for amendments and future shared services as the plan is implemented. He said operational control of the village’s fire department and EMS would remain with the village.
A staff member identified as Jen clarified a change since the board last considered the proposal: the county no longer requires participating communities to forego an amount equal to county-provided value and deduct that amount from a community levy. Jen said that requirement had been tied to the county’s investment threshold but is no longer being imposed, leaving levy decisions to each municipal board.
A trustee asked whether participation is mandatory for all communities; the board was told officials prefer broad participation but that communities could opt out. The board was further told that residents in communities that do not participate would still be taxed on the county-side levy for the countywide EMS system but would not receive the county-provided service benefit, which the presenters said would disadvantage nonparticipating communities.
The resolution was approved by voice vote after discussion. The board directed staff to proceed with the service provider agreement and indicated the village would monitor the rollout and consider amendments as needed.
Following the vote, the board moved into a closed session later on the agenda to discuss village clerk candidates.
