ENNIS, Texas — The Ennis City Commission on July 16 considered a petition to create Ellis County Emergency Services District (ESD) No. 11 that would encompass parcels located in the city’s extraterritorial jurisdiction (ETJ).
Fire Chief Bill Evans briefed the commission on the petition, showing maps of the proposed district and identifying three clusters of parcels staff said would move into the ESD and overlap Ennis’ ETJ. Evans said staff recommend denying the petition for parcels that are inside Ennis’ ETJ to avoid fragmented service boundaries and to preserve coherent public‑safety service areas.
Evans summarized operational concerns, noting that dispatch and response boundaries can be confusing if some parcels in a block are inside the city’s ETJ while adjacent parcels are not. He told the commission that he and city manager Nelson met with the Alma volunteer fire chief and reached agreement on the proposed amendment approach.
Because the item raised legal questions about the petition map and the city’s response, the mayor convened an executive session under Texas Government Code §551.071 to seek confidential legal advice. After returning to open session, the commission authorized the city attorney to take the actions directed in closed session pertaining to the QIP program and related legal matters.
No final public action on the ESD petition (accept/deny) was recorded in open session at the time of adjournment; staff said a companion item with an amended map would be brought separately for consideration.
