Moderator urges clearer rules, procedure video and seating changes after Spring Town Meeting

Town Moderator Steve Triffletti told the Committee of Precinct Chairs on April 16 that Spring Town Meeting — which included a 250th anniversary opening — was largely civil but included an "out of order" request and an audible outburst that prompted a formal warning under the Town Meeting Times process.
"If the disorderly conduct did not stop after the warning the member would then be removed," Triffletti said while explaining the stepwise enforcement options; he also described recall options available to precincts and noted that removal by election is another path. He recommended returning seating to the center and right sections to improve sightlines and audibility and urged members to review the town's adopted Guiding Principles.
Assistant Town Moderator Nicole Manfredi backed a stronger pre-meeting orientation, saying she would "recommend a mandatory review of rules and regulations for members that violated order and needed to be addressed prior to attending the next Town Meeting" and reminded members of the oath and seriousness of the position.
Chair Matt Tavares distributed printed copies of the Committee of Precinct Chairs Guiding Principles (adopted September 20, 2012) and members discussed options including adding a wireless microphone option, creating a single written document that clearly defines rules and roles, and asking the police chief and moderator to clarify responsibilities during meetings.
The committee did not vote on changes at the April 16 session; Chair Tavares said he would invite the Town Manager and Finance Director to the next meeting to discuss budget timing and a five-year fiscal model. Members also proposed longer restroom breaks and other logistical changes to improve attendee experience.
The discussion concluded with an announcement of open committee application dates and a reminder about civic responsibilities; members asked that the Guiding Principles be reviewed ahead of future meetings.
