Members described prior conversations with county planning, DOT and University of South Carolina Beaufort (USCB). USCB students offered to develop design concepts at no charge; the board said it will provide design constraints to USCB and then submit a finalized design package to planning and zoning, public facilities and safety, and ultimately county council for approval. Board members noted DOT raised safety concerns about an earlier 'rice trunk' sign concept and emphasized that any signs near the road must meet DOT breakaway and permitting rules.
Pam Floyd moved to authorize $1,200 to pay a landscape architect to prepare the permit package for the Route 278 sign; the motion was seconded and approved by voice vote. Board leaders said the goal is to have the sign installed within the current fiscal year if permitting and procurement timelines allow, but cautioned that final costs and permitting are subject to county procurement and DOT approvals.
Next steps: produce a design package (student or professional), submit required AIS and procurement paperwork to public facilities and safety and planning/zoning, and follow county procurement rules when architect and construction work are procured.
