FPUA approves Surfside utility adjustments; staff notes grant and staff‑time costs

The Fort Pierce Utility Authority approved a purchase order to the City of Fort Pierce for utility adjustments tied to the Surfside neighborhood roadway improvements (phase 2), staff said on Jan. 6.
Mr. Cisneros introduced the item and Libby Dawson described the scope: FPUA will cover costs to replace, relocate or adjust water and sewer utilities within the project limits (west of South Ocean Drive). Dawson stated an estimated amount of $250,722.36 for the utility adjustments and later noted staff was requesting a total of $282,000 to include FPUA staff time. Funds are available in the FY26 capital budget, Dawson said.
Dawson also told the board that the utility adjustments were incorporated into the city’s bid package so the lowest city bidder will carry out the construction, and staff requested authority for the director of utilities to execute change orders or instruments pursuant to Resolution 2023-14.
Board members raised neighborhood drainage questions and staff said the city project manager would be the best person to answer technical drainage details; staff emphasized that coordinating utility work with roadway and drainage projects reduces duplication and improves final outcomes.
A board member moved to approve the Surfside neighborhood purchase order; the motion passed by roll call with affirmative votes from present board members.
Staff said they will coordinate with the city on construction phasing and ensure utility inspections and invoice reviews before payment to protect FPUA’s interests.
