Planning board recommends approval of HCA Longwood Hospital parking garage site plan with conditions

The Fort Pierce Planning Board voted on Jan. 12 to recommend approval of a major site plan amendment to construct a five-level parking garage for HCA Florida Longwood Medical Center.
Staff presented the site plan (project PZ Site 2025‑00025), describing a 5‑level precast concrete garage with a roughly 50,432 sq ft footprint, 591 structured parking spaces, 109 additional surface parking spaces, 10 electric‑vehicle (EV) charging spaces and associated landscape and utility work. The garage will contain security gates and staff‑only access to serve the medical campus; renderings were shown to match the existing patient tower architecture.
Michael Schwartz of Kimley-Horn, the applicant’s representative, said the project includes an implementation plan for temporary off‑site employee/construction parking during construction and that the team is preparing a temporary‑use permit for that staging. Staff and applicant confirmed that construction will be coordinated with a tree mitigation plan and required landscape maintenance agreement, and staff recommended approval with three conditions: (1) a landscape maintenance agreement approved by the planning department prior to certificate of occupancy, (2) a landscape inspection prior to final certificate of occupancy, and (3) a tree mitigation survey and coordination with the city arborist before any clearing permits are issued.
Board members asked for clarification on accessible parking and EV parking counts; staff explained that the presented counts are part of the overall site total and that the applicant will maintain required handicap spaces across the campus. After discussion the board recommended approval with staff conditions by recorded vote.
Why it matters: The parking structure increases staff parking capacity on the medical campus and adds EV infrastructure, but it also raises questions about campus height and tree mitigation; the board attached three conditions to ensure oversight of landscape and tree mitigation measures before construction clearance and occupancy.
