Subcommittee backs reserving $150,000 for Annex roof repairs, asks Delegation to reconvene

The Carroll County Lands & Annex Subcommittee on July 26 reviewed a Northridge evaluation of the County Annex roof that reported a metal roof system placed over the existing structure with components not fully attached to the building, deficient insulation and vapor barriers, damaged panels, rust, inadequate pipe vent flashing allowing moisture intrusion, and a non-compliant OSHA ladder. The report said the existing structure was "not to code at all," and that the findings were a short-term snapshot rather than a guaranteed 20-year solution.
Representative Richard Brown said he was pleased with how quickly the report was produced but was "surprised at the $17,000 initial repair cost" and urged a requirement for semi-annual inspections and a maintenance plan. Representative David Paige and other members emphasized wanting a detailed budget and business plan so tenants could commit and to avoid future supplemental taxpayer costs.
Discussion turned to funding. Members debated whether roof work should be paid from grant proceeds, set aside as a budget line item, or covered by taxpayers. Brown said he did not want future supplemental budgets for taxpayers and proposed asking the Delegation to approve an $8.5 million request conditioned on $150,000 being reserved for roof repairs. Director Murray requested the subcommittee include in its recommendation to the full Delegation approval of the remaining section of the building project.
MOTION: Representative Richard Brown moved that "$150,000 set aside for roof repairs from grant funds and that the Delegation chairman be asked to convene a Delegation meeting;" Representative David Paige seconded. The motion passed 3–0.
The subcommittee did not provide a final multi-year maintenance budget at the July 26 meeting; members asked staff to prepare more detailed cost projections and a business plan for reuse and tenant arrangements before the Delegation considers authorizing additional construction.
