MWVHC director outlines Sept. 23–25 Carroll County housing charrette; public listening sessions planned

MWVHC Director Sara Butterfield told the Carroll County Lands & Annex Subcommittee on July 26 that a housing charrette will take place Sept. 23–25, with listening sessions Sept. 23 at Tuckerman’s Brewing Company and Sept. 24 at Hobbs Tavern and a public design day and reveal on Sept. 25.
Butterfield said about 90% of the design team is in place, including architects, engineers, developers, town planners and commercial and residential lending officers, and that organizers will record promotional material with a videographer and use radio and print advertising to drive turnout. She said the steering committee meets bi-weekly and that the next meeting is July 29.
"We are trying hard to advertise the public listening sessions – radio and print ads; hoping for a lot of public comment so we can design what the public wants; this is just a concept," Butterfield said.
Commissioner Bill Nelson asked whether the project would assume use of the county water and sewer system; Butterfield said that is a question for the design team. Subcommittee Chairman Mark McConkey cautioned members not to assume county installation of utilities and said, "Keep in mind that we really want this to be a homegrown process and not funded with federal funds." Representative Richard Brown emphasized the Delegation will make the final decision on any approval.
Members discussed outreach and invitations. McConkey asked staff to reach Food Access Network and certain local developers and recommended distributing flyers in convenience stores. Butterfield said she would work with Wendy Scribner on identifying county property for testing, including soil and forestry reports, and asked members to send recommendations for invitees. Executive Coordinator Mellisa Seamans said the county website and employee newsletter could be used for promotion.
The subcommittee will receive a meeting invite for the July 29 steering committee meeting and expects to use the listening sessions to shape the design day on Sept. 25. The charrette organizers plan to present a public reveal at the conclusion of the event.
