Carroll County commissioners approve contracts, $3,500 jail transfer and communications-tower lease

The Carroll County Board of Commissioners voted unanimously Jan. 5 to approve several routine contracts and a $3,500 line-item transfer for the county jail.

Commissioner Harold Parker moved to approve the Dec. 1, 2025 meeting minutes and the manifest totals; Commissioner Gene Chandler seconded both motions and they passed by recorded votes. The board then approved a $3,500 transfer for jail expenses, also by a 3-0 vote.

Executive Director Mellisa Seamans told commissioners the county is considering a proposal from Blue Lion Consulting to perform 360-degree performance evaluations of department heads; the proposal was discussed but no action was taken. The board approved an amended agreement with consulting firm Berry Dunn to provide additional finance-department assistance while the new senior staff accountant is onboarded and trained.

Seamans said the county expects to receive about 50% of a refund from NH Interlocal Trust this month (approximately $85,000) with the remainder expected in July 2026, and that the 2026 audit is scheduled to begin the last week of February. The board approved the Berry Dunn amendment by a 3-0 vote.

The board approved an agreement with White Mountain Community College to fund training for a current county employee to become a registered nurse. Commissioner Parker moved to approve the agreement and Commissioner Chandler seconded; the motion passed 3-0.

Commissioners also approved a three-year lease for the Oak Hill communications tower in the Village District of Edelweiss in Madison. The lease carries a $400 monthly rent with a 2.5 percent increase in years two and three; the tower was described in meeting materials as the primary tower for the northern part of the county. The Oak Hill lease was approved by a 3-0 vote.

All motions reported in the meeting record were approved unanimously. No public votes failed or were tabled during the meeting.
