At its March 25 meeting, the City of Crawford council approved multiple administrative and contractual actions, including proceeding with a $225,000, 25-year agreement involving American Cell Tower and authorizing the bid process to remove the rodeo grandstands.
City Attorney Edmund reported he received a return response from American Cell Tower indicating the company was not willing to negotiate price. Council Member Christopher Dean voiced concern about perpetual language in the draft contract and discussed insurance requirements; Council Member Scott DeBock moved to proceed with the contract as presented, with a 25-year term and the insurance provisions included. The motion was seconded by Dean and passed unanimously (DeBock, Dean, Grant). Council directed the city attorney and city clerk to finalize contract documents and required insurance proof.
On capital maintenance, the council discussed options for the rodeo grandstands site—teardown, concrete removal, terraced leveling and seeding—and noted potential volunteer assistance and grant options to address concrete grinding. Council authorized engineer JEO to begin the bid process to solicit proposals for removal and site options; DeBock’s motion to begin the bid process, seconded by Dean, passed unanimously.
Other actions taken: the council approved treasurer reports for December 2024 through February 2025, refunded a $134.64 security deposit for account 33000105, approved advertising for new council vacancies, moved the April council meeting to April 9 because the clerk and deputy clerk will be at training, and approved bills and claims (accounts payable total listed in minutes as $69,852.00) with a directive to investigate an unusually high electric bill for the golf clubhouse.
The council adjourned after completing the agenda; several items were deferred or received no action, including advertising golf in the post playhouse and the city’s drug-and-alcohol policy, which was deferred until Mayor Norman can address it.
