SWANN explains site operations and council hears LARM insurance option; Wacipi MOU to be revised

Jake Stewart of SWANN described the company's service model and site operations for Crawford residents, saying SWANN's Crawford site is an above-ground facility approved for five more years and that it uses a natural clay formation rather than a liner. Stewart explained disposal rules (green dumpsters for soft compostables; brown dumpsters require manual removal by staff when contaminated) and encouraged residents to use the SWANN website for hours and notices. Council and residents raised questions about expanding dumpsters, adjusting hours and concrete disposal procedures; Stewart said he would work with the local representative to consider changes.

Barton Torbert, representing the White River Wacipi, asked the council to revisit a memorandum of understanding for maintenance and suggested the park's maintenance department assume more responsibility for the powwow area; the council voted to begin reworking the MOU.

Separately, Jake Tollman (League Association of Risk Management, LARM) presented insurance options and compared them to the city's current carriers (Continental Western Group and others). Tollman explained LARM's municipal risk-pool model, the potential for mid-term enrollment and the possibility of assessments if the pool depletes its reserves. He flagged a possible auto-liability gap for public transportation when drivers assist with loading or unloading; council was advised to wait until open claims are resolved before changing providers.
