Mayor Shane Norman briefed council on city-owned parcels north of Crawford used as collateral on a line of credit for Ponderosa Villa. He said the four parcels (about 584 acres across four parcels) were appraised at $300,000 when used to secure a LOC for the Villa in 2022; the land is currently leased for taxes to the Moody ranch and is landlocked with no water service.
Ralene Suchor, speaking for the Villa, said the LOC balance used for payroll was about $29,000 and that the LOC arrangement is critical to the Villa's cash flow; Twila Vogl described the $100,000 LOC as crucial to Villa operations. Council Member Brent Gebbie and others expressed concern about the lack of recent payments and recommended the Villa pursue clearer financial accounting, including an audit. Attorney Edmund Skavdahl outlined legal steps required if the city were to sell the property, noting title, survey and access issues must be resolved.
Council did not take immediate action but instructed members to gather more precise financial documentation before deciding whether to sell city-owned land or pursue other remedies. The council stressed the city depends on the Villa remaining open and asked the Villa representatives to provide clearer figures on actual debts and receivables.
