Scranton City Council adopts emergency plans, grant applications and ARPA staffing changes

The Scranton City Council on June 15 adopted a package of resolutions that included final adoption of the city’s Emergency Action Plan manuals, authorization to apply for several public-safety grants, reappointments to the Scranton Environmental Advisory Council and reassignment of American Rescue Plan Act responsibilities to existing staff.
Council voted 5–0 to authorize grant applications to the Office of the State Fire Commissioner for up to $100,000 to replace garage-door systems at four fire stations and for up to $100,000 for the city’s Emergency Service Training Center and operations center. Council also authorized submitting a Pennsylvania Department of Community and Economic Development grant application for up to $300,000 toward the Leggett’s Creek project.
The council approved reappointments to the Scranton Environmental Advisory Council and adopted resolution 64-2026 to add ARPA project-manager responsibilities to existing staff under the city’s ARPA spending plan (resolution 69 of 2022). In addition, the council took final action on a previously tabled intermunicipal transfer of a restaurant liquor license (R-14648) to Lounge 320 LLC at 320 Adams Avenue, as required by the Pennsylvania Liquor Control Board.
All listed items passed on unanimous roll-call votes. Councilmembers said the grants and reappointments align with planned infrastructure and emergency-service priorities; staff will submit applications and follow the funding agencies’ requirements.
