The Kenosha Public Safety & Welfare committee deferred consideration of adding north-south stop control at the intersection of 53rd Street and 35th Avenue after staff and police review and discussion.
An alderman asked the committee to add stop signs, citing a recent crash in which a vehicle struck a fire hydrant and other incidents in the area. "I have a video of an accident on June 15," the alderman said, and a nearby resident had told the alderman of additional crashes during her time living there.
Traffic engineering staff said the intersection currently uses yield control for north-south traffic and that their warrant analysis tests include traffic counts and accident history. Staff reported peak-hour counts of roughly 16 vehicles on one axis versus about 47 on the other and noted that stop signs do not necessarily reduce accidents and can lead to other problems such as noncompliance or increased noise from burnout behavior. "Stop signs, while people think they might solve a problem, they sometimes create more of a problem," a staff presenter said.
A police representative said a brief review of accident reports and patrol experience did not identify the intersection as a focused enforcement area and deferred to engineering for a technical recommendation. Following discussion, a committee member moved to defer the item to the next meeting so staff could gather additional input; the motion passed by voice vote with the chair recorded as voting aye.
The committee did not provide a roll-call tally in the transcript. Staff indicated possible alternatives for adjusting yield-sign orientation or further data collection before adding stop signs; the item will return to committee with additional staff recommendations.
