The Kenosha City Plan Commission voted on Aug. 7 to approve a conditional-use permit for a vehicle facility at 1118 60th Street, subject to an amendment requiring that outstanding property-maintenance orders be resolved and signed off by the property-maintenance inspector before the city issues an occupancy or vehicle-facility permit.
Mona Vula, who identified herself as the property owner, told the commission she had completed required items from the prior meeting and submitted documentation to staff: “There were some items they wanted us to complete at the last meeting. Before this meeting, they’ve all been completed. I’ve submitted them to Brian Wilkie.”
A staff reviewer said they had visited the site, observed substantial improvements and that the property-maintenance inspector had not yet closed the case; the staff report noted the compliance date listed on orders was Aug. 19, 2025, and recommended approval “subject to the noted conditions of approval.” The staff reviewer said the owner had been in frequent contact with staff and appeared to be making a solid effort to comply.
Commissioners discussed that landscaping required by the conditional-use permit is separate from property-maintenance orders and moved to amend conditions so that property-maintenance orders must be resolved before any vehicle-facility or occupancy permit is issued. The commission approved the amendment by voice vote and then conducted a roll-call vote on the conditional-use permit as amended; the motion passed.
The commission also discussed practical site constraints, including the small lot size and the city’s Chapter 5 parking facility standards that limit how many spaces can be laid out on a narrow parcel. Staff advised the owner to request an inspection when outstanding orders are completed so the property-maintenance case can be closed and the permit pathway be cleared.
The condition added by the commission requires staff sign-off on property-maintenance compliance before a vehicle-facility permit is issued.
