Cheatham County commissioners defeat immediate changes to development tax after strong public opposition

Cheatham County commissioners on July 15 rejected motions to rescind or immediately amend a June 24 resolution that changed the county development tax, after sustained public opposition and divided votes on the floor.
Several developers and residents spoke during the public‑comment portion of the meeting to oppose the announced increase to the development and impact fees. Those who spoke included Jason Bumpus (4th District), developers Sam Green and Ricky Reda, Pleasant View Building Commissioner Mark Goins and Pleasant View Mayor Perry Keenan, Realtor Patty Kennedy and other residents; many urged more notice, a smaller phased increase or opposed a single lump‑sum hike.
County Mayor Kerry McCarver presented a motion (offered by Commissioner Gary Binkley) to rescind Resolution 10 from the June 24 meeting and adopt an amended version specifying $250 to the Highway/Road Debt Service Fund and $250 to the Parks Reserved Fund and updating the operative date. The motion failed on a roll call, 4 Yes, 8 No.
After further debate, Commissioner Chris Gilmore moved — seconded by Connie Mayo — to rescind the June 24 resolution for the purpose of reconsideration; that motion produced a 6–6 tie and failed. Commissioner Diana Pike Lovell later offered to amend the resolution to change the effective date to March 1, 2020, but the motion and second were withdrawn.
Rather than adopt an immediate change, the Business Development Committee agreed to meet with developers on Aug. 1, 2019 at 6:00 P.M. in the David McCullough Community Room to continue discussion; Commissioner Tim Williamson asked the mayor to advertise the meeting in the local paper.
Procedural notes: the initial motion to rescind and adopt the amendment was recorded as defeated by roll call vote (4 Yes, 8 No). A subsequent motion to rescind for reconsideration failed on an even split (6 Yes, 6 No). No change to the June 24 resolution was adopted at the July 15 meeting.
