White Salmon councilmembers on May 20 expressed general support for a nonbinding letter of support for the Pucker Huddle Coalition’s request to reduce the speed limit on State Route 141 and authorized Mayor Marla Keethler to prepare and send the letter with editorial discretion so it could be delivered before the coalition’s June 1 presentation to WSDOT.
Councilmembers discussed timing and process but made no formal motion; the Council had earlier voted to add the item to the agenda because of the coalition’s deadline. Staff advised that a letter of support is nonbinding and therefore does not require legal review, but cautioned that any post-meeting editing by a quorum of Councilmembers could raise concerns under the Washington Open Public Meetings Act.
Councilmember Morella Mora agreed to provide delivery information so the letter could be sent in time. The Council’s action was consensus-based; no formal vote or motion to adopt the letter was recorded.
