Williston awards loader and IT contracts, authorizes engineering work and alarm system

The Williston City Commission on Nov. 12 approved multiple procurement and contract items affecting public works, utilities and security systems.

Monte Meiers presented three bids for a new articulated wheel loader for landfill operations and recommended Tractor & Equipment’s Cat 950H for $121,980 because its maintenance can be performed in Williston; the commission voted 5-0 to accept that bid.

City Auditor John Kautzman asked to purchase utility software from Black Mountain Software, using remaining 2008 water-appropriation funds, to begin an enterprise conversion. Commissioners authorized a $59,680 purchase for the utility module now, with additional modules to be purchased in 2009; vote carried 5-0.

Regarding the City Hall/Law Enforcement Center alarm system, Kautzman said Electro Watchman, Inc. was recommended at $2,524.60 with an annual fee of $383.40 because the lower Simplex quote lacked local monitoring. The commission rescinded prior alarm actions and awarded the contract to Electro Watchman (vote 5-0).

For the 4th Ave W Federal Aid project, Meiers recommended Kadrmas, Lee & Jackson for a traffic operation study ($10,700) and surveying ($3,200); both proposals were approved 5-0. Meiers also relayed a possible NDDOT economic-stimulus program that might provide up to $720,000 for shovel-ready projects; the commission authorized the City Engineer to proceed with requests for eligible projects.

All procurement votes were unanimous. Commissioners noted the operational benefit of local maintenance availability and staff support for staged software implementation.
